1. Transfer 3,660,993 USDC from the Radicle Treasury to a multi-sig controlled by the Foundation Org to support the 2023 work of the Operations, Marketing, and Governance Committee, as well as Foundation administration.

The Start the Foundation Org proposal received a majority of in favor votes, but it did not meet the minimum participation threshold (4%) necessary to move forward. This proposal will be resubmitted this week for another vote.
