I think it might be worth writing up a high-level, but technical RFP and possibly getting some of the initial work for this - such as research, design, or POCs - via Grants.
I’ve posted an updated 2024 Proposal. In there, you will see the concept of “Teams” within the Grants ecoystem. We may able to use a few initial projects - as noted above - to onboard a serious team to this broader work.
