Have you read the Evolution of Radicle’s Orgs post? It answers most of your questions. The only update on that post is that “Governance” will also be a committee of the Foundation to start, but plans to eventually become its own Org.
I will let the proposal authors reply in more detail, but basically each Org will be INDEPENDENT from another and will have to apply to the DAO for funding. The Foundation itself is meant to play a very limited capacity as an entity that safeguards Radicle trademarks and can be funded by the DAO (like any other contributor) to accomplish any offline activities and anything the DAO can’t do.” Think of the Foundation Org and its Committees as the support vessels for the DAO and its other Orgs.
Re governance - Each Org will have their own governance mechanisms/processes for internal coordination and decision-making. A DAO-wide accountability & distribution of influence mechanism (one that would exist alongside of token governance) is still being worked out. What this will ultimately look like is still tbd. The “distribution of influence” work from the Org Design Working Group along with Apiary’s ongoing research and work will help shape this process over the coming months.
